I do wonder if the completely insane levels of paperwork is what's driving the police mad, and in turn generating the power hungry behaviour in some of them.

I havent read the story so expect a kicking when I get this wrong but doesnt this say the Human Resources department fill the forms in not the coppers?

The HR department do fill in the forms but maybe this is because of the freedom of information act. Though considering that they claim that the public are responsible for X injuries on demonstrations which when examined closely include heat stroke, sun burn, wasp stings, hay fever and injuries waiting in police cars, this is probably a trade off from the lies that the police tell about the public.

You aren't wrong. Also the amount of time it takes to fill out has not been mentioned, so for an experienced HR person this may be a drop in the ocean.

It is probably all tick boxes and nothing more and so quick to fill in.

That was my point. Its says HR fill in these forms. It doesnt say the coppers themselves have to. Sounds like a non-story tbh.
