He said the bicycle panniers could carry a maximum of 32kg which was often not sufficient “for the parcels and packages that are becoming an increasing part of the postman's lot to deliver”.

Where I live they deliver the parcels separately by van.

Probably in suburban areas. Though on foot and with trolley is more common. Where I live they deliver on foot without a trolley, and deliver bigger parcels by van. Though trolleys are only an advantage in flat cities. Too hilly and they become to heavy to move.

At my old flat, we used to get Deutsche Post bikes, they are specially constructed, with drop-down stabalizer wheels at the front, for when they stop.

At the new house, the post woman makes her deliveries in a VW Caddy... Why don't they use electric vehicles? I would have thought that was an ideal use for electric... :?

Over the road from the office is the bike depot for this part of town, around 40 post bikes come in and out during the day.

Yes short local journeys would be perfect for electric post carts or vans.
