It will only come here after everyone else in Europe has it and the government are embarrassed enough to give BT billions to get us to 4 Mbits. Though with the Digital Economy Bill being rushed through why would we need even that?

You don't. However, the "backbone" needs to cater for millions of users. 69Tb / 20 million households is less than 4Megs each. The interconnects between high populations need to be much faster than even this. We still need more...
