I would say that is more the fault of the Ministry of Defence civil servants and the Defence MInisters.

Yeah, but Gordon did nothing about any of them when it was blatantly obvious they were incompetent at best...

I will grant you that. But the civil servants are beyond control anyway. Only the head of the civil service can discipline them, and that was why the minister was not able to get anything done either. Still needs to be reformed though.
