150kg at 8mph is bad enough if you happen to be a pedestrian hit by one, yet alone when the 'driver' in a lot of cases would appear to weigh the same again.

As is usual these scooters have only become a problem because of the minority who don't use them with respect to others.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.
