see what he should of done is, go and get the paperwork and fill it in. wait for authorisation for the saving of the fish. Invent a time machine, go back in time (battle the Daleks and Cybermen a few times) and then save the fish.
:D

There has clearly been a failure of some kind at the Agency. This man should not have been find. It should be the hospital who are fined because there action would have breached the law. Not the man who intervened.

Surely the environment agency could fine the people draining the pond if it would have killed the fish?

Or is it that you can kill fish whenever you want but you only need a licence to prevent their deaths?

Someone posted the following in the comments:

Quote:
From the EXACT SAME ARTICLE:

An Environment Agency spokesman said: 'Mr Roberts has not been arrested or charged with any offence and will not be interviewed under caution.

'Moving fish short distances between garden ponds is not an offence, as it does not present a significant risk to the environment. The Environment Agency does not investigate such incidents.

'In situations where fish need to be moved at short notice we can offer help and advice, and would be happy to advise the hospital on the best way to maintain a healthy stock of fish.'

------------------

So, you know, don't bother reading it or anything. Just drone out some "you couldn't make it up" nonsense when you can, in face, make it up entirely.
