One of them is, and regardless of the arm being used, I think the intent is pretty clear.

<devils advocate> why not? Or are you advocating a preselected template of who can and cant be a governor? If there not advocating any policies that break the law to be introduced into those schools, what's the problem? <devils advocate>

The photo was only taken in 2002 They were probably killed as soon as the BBC got wind of it  See the guy on the far left (snigger) in the photo? It's not done in any sort of salute gesture, but there's loads of people in NI who 'wave' and acknowledge others like that, it's a leftover from history: http://en.wikipedia.org/wiki/Red_Hand_of_Ulster
