Quote:
After years of welcoming well-heeled tourists from around the world with open arms, one of Tuscany's smartest, most discreet beach resorts is in revolt against outsiders, wealthy or not.

Forte dei Marmi – the traditional summer retreat for Italian captains of industry, writers and film stars – is changing the law to try to stop locals fleeing because of house prices driven out of control by incoming Russian millionaires. The town's combative mayor, Umberto Buratti, is reserving space next to luxury villas with sea views for new homes that will only be sold to locally-born buyers or long-term residents. Other Italian resorts with similar problems will monitor the experiment with interest.

This must be going against some EU law or the other somewhere.

Fantastic idea. They should bring it in over here.

Knowing how much the Italians love their red tape, it's a miracle anyone can buy a house in Italy.
Watch with interest, I reckon.

I agree. Cornwall will use this. It might rebuild communities again.

It is common sense, so it is bound to fail, but I'll keep my fingers crossed that it does succeed. Affordable housing for local families in "holiday" areas is very much needed - as long as the title on the property restricts reselling to local for 50 years or something, otherwise you'll get locals buying cheap, selling high and buggering off anyway... :?

I think it will be good for the area. It will retain locals and the character of an area. It will also retain a significant local population in the off season, which has been a problem in the lake district and cornwall. Maybe the restrictions should be permanent rather than 50 years otherwise families will sell out a generation or two later and you are back to square one.

It's probably against EU law to make it statute only to sell to locals but there's nothing to stop people doing it anyway once the idea is out there. You don't have to sell anything to anyone if you don't want to.

+1
Use a variation of it to stop 2nd (holiday) homes destroying communities.

It would be like a deed of covenant which is perfectly legal.
