the idea of change causes distribution within that it creates organised chaos and thereby enables hidden change at a reduced cost
its simple management/company/organisation/government operations to hide/confuse any cuts, regardless of where they intend the cuts to be or not to be in the first place

in other words smoke and mirrors and just like magic the costs are cut …

There will be an element of confusion when this happens and it will mean that mistakes are made and new inefficiencies are created. People with more knowledge of the changes are who the politicians should be listen to. If this makes no improvements overall then time and money will have been wasted.
