The shake-up will also mean public health is handed to councils, but the King's Fund health think tank said this could lead the NHS to turn its back on issues like smoking and drinking.

The government said it would be setting out detailed plans for public health in England later this year.

Public health has traditionally been the responsibility of local health managers working for the 151 PCTs.

They have been in charge of recruiting local public health directors and coordinating campaigns to encourage people to adopt healthier lifestyles.

But under the changes announced earlier this month, that role is to be handed to local authorities.

GP fundholding didn't work well last time, neither did GP cluster service comissioning. Why will it this time, we ask?

It wont but they will carry on regardless. then the next bunch of thieving lying bastards will make more changes that wont work until another load of thieving lying bastards are voted in who will make even more changes that wont work.. ad infinitum.

It has never stopped them interfering before. Politicians like to leave their mark. Personally if the system is working well why not leave it alone. These sorts of changes could be suitable for education. Where the funds follow the pupil to a state school, but I can see this reform being used as a way of subsidising private health or education.
