For all the complaints mentioned in that article, I can think of a law that already covers each one.

For example, the Fraud Act 2006 (&Theft Act 1968/78), Consumer Protection from Unfair Trading Regulations and the Unfair Contract Terms Act 1977 can all be used to tackle the problems mentioned in the article. I'm not convinced further regulations are necessary (not to mention enforced should they be drafted - local authority regulatory services are stretched to breaking point already).

What might be more appropriate is an OFT-approved code of practice for the industry (which could be made mandatory), with a system in place for dispute resolution (leaving the Courts as the ultimate arbiter if necessary).

Yes enforcing existing regulations would probably be the first place to start and much quicker to implement. See how that works then legislate.
