Exactly. If they really want to be fiscally responsible that should be their first priority.

Really Mr Cameron? Because the issue with that is (in this area anyway) the lazy-unemployed-rent-free-easy-lifers dont want to or can be arsed to make the effort to go to stuff like Sure Start and baby groups.
