I am still confused. It seems that DLC only exists to get more money, while I can understand the reasoning for it, to expand the game. I have bought some DLC for Civ 5. It adds extra civs and rules for the game. The Gods and Kings DLC adds religions and new civs, though I still seem to have even more DLC to buy.

So, er, they have to stop making stuff so they can finalise the game...but then they can still find the time to make sure the DLC is "finalised" and gets shipped the same time as the game?

It is wrong. I am sure that DLC can be released anytime after launch. It does not all have to be available on day one.
