Technically not per "house" - it's per "household". You can have more than one household at a single address, where the house is in multiple occupation.

Yeah. That was why they made (or tried to make) people have one TV license per bedroom at halls for uni. Five licenses per flat in theory. In reality, most people never got one as they thought it was a rip off.

They could only charge if each room was an individual flat. Most people shared houses, so you only needed one license to cover the house.
I don't think I ever bothered with a TV license whilst at uni. Just didn't see the point paying over a £100 to watch TV on a £90 TV.

Each bedroom had a key lock on it. As far as they were concerned that meant that room needed its own license.

I had this fight and won. Because some rule or other said that each room had to be numbered or otherwise separately addressed.

I thought they used the lock thing as an indication, but it was actually whether or not you have separate contracts with the landlord.

Aaah, now ours were (I was KD 4.2.3 (Block - floor - corridor - room)) In Uni-provided accommodation you nearly always have a separate contract.

We based a defence on having a single letterbox for 5 bedsits. Never heard anything back from TVLA.
