Its a shambles. VAT should be simplified

Personally

0% - Unprocessed food
10% - all processed / cooked foods where ever it is sold. This will increase the VAT take from Cheap processed food (and so possibly encourage people to cook) while giving the economy a boost by making restaurants / Pubs etc slightly cheaper
20% (or prevailing rate) on everything else

Get rid of the exemptions on all other things – and yes that inc kids clothes and books
