Indeed. That seems to be especially true in America. One of the themes in Southpark The Movie as it happens.

I must confess I increasingly question the value of having the PG rating at all. For most things it really does appear to have been superceeded by 12A at the top and the U rating at the bottom, especially with Uc also in there. When they added Uc it pushed U up a bit and adding 12A, IMHO, really just squeezes PG into a very narrow band and renders it virtually pointless.
