It's gone way above Trading Standards. The OFT are pursuing a test case through the courts, if they win then everyone who has paid penalty charges would be entitled to claim a refund as they are deemed "unfair".

The banks are refusing to issue refunds until the case is resolved - all pending cases are on hold until the outcome is known.

I know people who have gotten refunds for silly decisions on overdrafts etc recently :?

Silly decisions maybe, but as to whether the charges were fair in the first place...
