Just to clarify, there are no tramps. The only person who drinks has his own bathroom downstairs. The puddle doesn't smell of urine either.

The red rings in the pics are joins in the pipes. Can't detect any obvious leak but need a way of testing this.

Water going into the cisten comes from the same side as the handle and to the opposite side of the puddle. I guess the other pipe going out of the cistern is overflow pipe or something?

The puddle is discrete from the toilet pan.

I think wrapping kitchen/toilet roll around the joints is a valid way of testing.

or a film of washing up liquid, slightly less unsightly and you should see a small collection of bubble or white emulsion forming wheres there is a leak.

Or you could put one of those blue toilet block things in the cistern to establish whether the water is coming from there or if it's condensation.

Yep. It should be quite easy to tell which pipe is which. Take the lid off the cistern then flush, the one the water isn't then coming out of is the overflow pipe. In fact if your ballcock has gone (mrs...) you'll be able to tell just by looking in the cistern - the ballcock should stop the cistern filling up long before water reaches the level of the overflow pipe, so if the water is up to the level of the pipe anyway, that's part of the problem.

Obviously if it was really shot you'd see water coming out of the overflow pipe outside, is there any sign of water dripping from there?

Yours, had to fix a few toilets but IANAP.

Yes simple cheap and can be flushed.

If the puddle is discrete that could be a sign of an uneven floor. If you isolate and drain the toilet and cistern, and then pour water randomly over the floor, then if it gathers in the same place it could indicate further problems.
