Isn't that because Office 2007 was released before PDF became an open standard and Office 2010 was released afterwards...?

No, PDF had been an open standard for several year, just look at Apple's Preview, FoxIt Reader, FreePDF, PDF Viewer, they all pre-date Office 2007. I think Adobe just didn't like a major player, with huge market share, taking away business from one of their main revenue streams - printing PDFs from Office.
