Spends far too much time on here

I would have let her in, but three items would be my absolute limit.
On that airport baggage carousel thing, that's got to be one of the most annoying things in the modern uk world where nobody understands how to do it (a bit like using both lanes and merging alternately on dual carriageways/motorways) - if everyone stands back, we can all see the carousel and then when we spot our luggage we can go forward and collect it. Rather than jumping up and down at the back, spotting your luggage and having to fight your way through all the [LIFTED] whose bags are still on the plane, only to find your baggage disappearing from view inches from your outstretched hand.
The only reason I can work out that I'm always in that situation is that I have an outsized rucksack with straps that always has to be put on separately and so is last on, first off, coupled with a wife that needs to go to the loo the second we get to the baggage area and having a baby, we're busy assembling the pushchair on the Tarmac while everybody else is getting in line at the baggage carousel.

Let them in, when you have significantly more items than them.
If I have a trolley full, I let people (not just old people, young, old, my age, men and women) skip in front of me.
I also have the same happen to me regularly, when I am buying for my lunch and have 1 - 3 items in the hand.

I'd let them in.
For me it's more of a question of ratios rather than a specific number of items. If I've got a few bits and bobs and someone comes with two or three items I'd probably let then in, if I had a huge trolly of shopping I'd possibly let someone with a full basket go in front, especially if they looked in a hurry.

Always a good opportunity to assault people with a large luggage item when reclaiming it from a carosuel. I'm always muttering 'retard, fcukwit' etc. when doing so.

I'd also let them in... unless they were being a complete d!ck about it of course in which case I'd stick ridgidly to the queue system.
I generally try not to rush round shops. There's little point in getting stressed and a bit of good karma here and there (in either direction) is to be encouraged.
