Wow. That sounds like a classic example of acting to the letter rather than in the spirit of a well intended rule.

We only have a single vehicle doing the collections which alternate each week. The one tomorrow has a big hole at the back for garden waste, and a little hole in the side for glass and paper.

We have elections coming up. I may ask any of the candidates who decide to turn up and knock on the door about this.

My Local Authority tell me which day they're collecting my bin not what time. How is it possible to put your bin out an hour early?

In Bath, for example, you're told that you can have your bin out on the street from 19:00 the night before the collection day, until 20:00 on the collection day, IIRC.

In Bath, they sort recycling kerbside, with a big recycling lorry with many different slots for different stuff, with the bin men poking the right thing in the correct hole.
