Yes but the risk of cancer from short bursts of sunlight are still very low compared to sunbathing.

It's 30 mins of UVB and you only really get that during the summer months. Sunscreen blocks this so you can't make vitamin D. There's a consensus that you cannot get enough from diet alone and that everyone requires supplementation. How true this is, I don't know. I do recall as a child that things like margarine were fortified with vitamin D.

Does vitamin D affect the immune system? I get hives and contact allergy but when I spent 2 weeks in France in the sun it just went away.

I go out without the sunscreen and try and limit my exposure to small doses. So if you are out and about all day it could limit the risks.
