In phpBB they have to be manually assigned, so can only be set by people with access to the ACP, or more specifically, the ranks section and user management section of the ACP. There's a good rep MOD somewhere I've used before.

All those with higher permissions should set their default group to the highest permission one so it colourises their name. Then we can see who to brownnose.
