If you're a Cornish tin miner, your hands aren't the cleanest of things.
Hence the lack of pastry eating. Your days meal would've been made into the pasty, which you'd nom your way through, the pastry stopping your poisonous hands from contacting the food. Hence, toss the pastry but enjoy the filling.

Of course, it's a Devon invention the Cornish borrowed, but we'll forgive them. ;)

My comment was made in reference to the method of manufacture, not how you eat it. People have been eating crusts for a very, very long time!!

A pie is a pastry base and sides, which is then filled, and sometimes capped with more pastry. A pasty is rolled into being.

However, I also commented to assert my weak sense of regionality against the ever-rising tide of pie around these parts.

Alex, Devon is just a shoddy Cornwall replacement for people who CBA to drive further than the M5. How could anything have been invented there?! ;)
