Actually no. One of my union colleagues is a member of the national pensioners association. The bus pass is quite safe... what isn't safe are the buses that it can be used on, especially in rural areas or anywhere even marginally off the beaten track. Any service that is subsidised by a council is also probably doomed. So, you'll probably still have a bus pass but few or no buses on which to actually use it.

There's something wrong with it - the government gives bus companies less per passenger than it actually costs to carry them. The grannies also use up vital space needed by commuters.

Then they should make the free passes valid between: 00:00 - 07:00 09:00 - 16:30 18:30 - 24:00 All day Sat/Sun Keep the people off the rush hour services unless they want to pay. I can't see it being an issue, most pensioners in my area use the off peak buses anyway.

First I do not think that pensioners are allowed on the busses before 9.00, certainly not around here. Commuters would or should be at their desks by 9am. Secondly it does not matter if they are paid less than other passengers. Buses have a high fraction of fixed costs, depreciation and hourly cost of staff regardless of whether it is used or not. If there are lots of pensioners on the bus they all add to the revenue, all in excess of its marginal cost of running (fuel). If enough they can actually be profitable just with pensioners.
