As Linux said, somebody stole the rear plate from my car, when it was parked (outside a police station!) in town. I reported it to the police, who have now blocked the old plate for 2 years. That means I needed to get news plates issued. As I said, pain as we used to have consecutive plates, which was kind of nice, now I have a totally different range. In Germany, the plate is issued when you purchase the car. If you move to a different area, you need to re-register the car and get new plates local to the area you live in (I used to live in Geltendor, area town was Landsburg am Lech, so I had an LL prefix, I then moved to Bramsche, area town is Osnabrück, so I now have an OS prefix). The rest of the plate is made up of letters and numbers (normally 5 digits, made up of 1 or 2 characters, followed by 1 - 4 numbers, to a max of 5 digits). Unless you go for a personalised plate (but must start with your area town prefix), you will be assigned the next one on the list for your local town hall. The year of manufacture/first registration is not marked on the plate, you can have a 20 year old car and a brand new, just rolled out the show room car with consecutive numbers. The only indicator is on the front the plaque which says when the next exhaust test is due and at the back, where it says when the next MOT is due (separate tests here, although usually they coincide with each other.

I should have also said, when you sell the car, you remove your plates and the new owner puts their newly issued plates on the car.
You have to take the old plates back the the town hall and get them cancelled, then you have to either remove the MOT and exhaust date stamps or grind them off (Bavaria had plug in ones, many other states use a sticker).
