Yes. The theory goes that as the prequel trilogy was intended to be a mirror of the original, that Binks was the Yoda character, but intended to be a powerful Sith hiding in plain sight. It cites a number of things that Binks does, movements, use of the Force in battle, and so on. The theory says that Count Doku was shoehorned in to take on Binks' darker role.
