That is so common. No one wants to make a decision that can blow up on them. They are playing safe in case redundancies follow. Not here, its very hard to lose you job. Its just a case of pass the parcel, all heads in the sand with the answer so effing obvious a blind man in a dark room, tied up and mouth sewn shut could easily articulate the correct descion. Some sort of very loud and very annoying, (probably fire) alarm, which is being tested every two minutes... and there it goes again!  I'm so glad someone told me about it before I walked down 5 flights of stairs... oh wait. Every couple of days we get 'Engineers are currently working on the fire alarm system which may cause it to sound...' fcuking awful!
