The new service is expected to launch first in the United States, followed by other countries over time.
Viewers would stream films on the site and pay about (£4) $5 for new titles.
The films would become available at the same time as their release on DVD and on Apple's iTunes store and Amazon.com.
Negotiations have been ongoing for months, but have taken on a new urgency in recent weeks as Apple is expected this week to unveil developments to its TV service.

How many people would be interested in this. It is cheaper than the DVD and if you are can link it to a TV then it could be better than taking the family to the cinema.

Fine if you have an unlimited download limit from your ISP.
Most people don't. Downloading a few films every month would quickly eat into your data allowance.

I have an unlimited service that is limited during the hours 9 am to 9 pm

Yes until Ofcom stop such caps and marketing as unlimited when there is a fair use cap it means that no one can benefit. Even the film industry will not benefit.
