California has a bizarre tax code. It means that house holder who stay in their homes for decades pay significantly less in property taxes than a new neighbour. Imagine that here. Where new people to an area pay significantly more in property taxes than their neighbours. It makes tax increases impossible so they are dumped on new homes instead. Add in the fact that tax increases are next to impossible to push through. It makes balancing the books much harder.
