I believe with Premiere you can just drop your .jpgs onto the timeline, and adjust their running time accordingly. If they're of sufficient size (remember of course for HD you only need 1920x1080 at 72dpi) then I think you can do that artificial panning effect as well.
There's a few things to think about - are all your vid. clips from the same source, frame rate, etc?

As a basic rule of thumb, you'll have a timeline - running from zero to whenever. Onto this, you drop your video clips and .jpgs (or .psd files) and your choice of audio track. Organise them in a sensible fashion. Fiddle with the various lengths. Butt them all together. Add any transition effects. Render it. Watch it.

It's not hard. The basic mechanics are simple, rather like taking a picture. It's the other stuff that makes it good.

Hello! My name's leeeeeeds, and I would like to make a slideshow of photos and videos, with music and captions/text, create a video of it all, and upload to Facebook/You Tube. Where do I start? I have video editing software, but how do I turn photos into a video, and how do I add captions and other cool stuff like that? A JFGI link to a help guide would be acceptable, have any of you experience creating such a video? Would be amazing if I can get help on this I don't know where to start. I would like to share the video with you all when it's done, get some feedback etc. as I'd quite like to have some basic skills in this area.

What software are you using? Windows Movie Maker is adequate for throwing together some basic videos.

Adobe Premiere, if Window's Movie Maker is the easiest then I'll use that as "first draft" but in the end I want to make quite a professional quality video, I want to have control over how long each "scene" is for instance, and I want to be able to match the visuals to the music Basically it would be a good start to learn how to turn a few video files and photo files into one watchable video file.

There will be a learning curve but Premiere is fairly straight forward to use. I think Movie Maker might be a little easier to start with but I found that whenever I imported clips they were split into many more clips and it was painful to put it all back together. Although a more powerful PC may have made it less tiresome.
