I don't think this is anything new. There's a whole branch of philosophy to do with the idea that it's impossible to tell if what we are experiencing is 'actual' reality, or just some perfect simulation/dream etc.

I suppose the unusual feature of this particular version of that question is that the guy posing it is actually demented enough to propose using empirical inquiry to assess its likelihood. Given that he is also quoted as saying:
