hanging round one of my fave ww2 areas which has a tiny river and I know off by heart whats there etc, object wise, I tend to "patrol" that area sometimes to look out for gypsys that love looting the particular area. in that tiny river a new object was somewhat dumped in it, a small briefcase which im sure wasn't there before

assuming it was empty I thought to drag it to shore anyway and to my surprise it was very heavy

silly brain was saying theres a bomb inside, or grenades  got my tool to prise both the flip locks and I kinda "jumped" when I slowly opened it when water gushed out of it, opened it fully and

+1 It is not as if you had done anything illegal.

It needs to go to the police, otherwise you are guilty of theft by finding.

True, but in this instance they both have laws on theft by finding:

Yes, you should go to the police.
And why don't those rules apply to you?

Is it your briefcase?

:edit: it's not theft by finding if the finder has a reasonable belief that the items are abandoned.

In this case I think that's a safe bet - no theft, all yours.

Got to question why they are abandoning ammo however, may be worth a report to the police, on your conscience be it.

Under what circumstances would a shooter abandon a load of ammunition?
It's not cheap, and it's potentially lethal.
I can't imagine any shooter just walking away from a case of shells.

They're in a river. By the side of a dry tree = probably just mis-placed, dumped in a river = abandoned.

It's all about what Bratty believes, I would believe they'd be abandoned too, I think any reasonable person would believe that a briefcase at the bottom of a river bed has been thrown away. Anyone accidentally dropping it in a river would just fish it out again or give it up for lost.
