It needs to go to the police, otherwise you are guilty of theft by finding.

True, but in this instance they both have laws on theft by finding: http://uk.practicallaw.com/books/978184 ... /chapter14

Yes, you should go to the police. And why don't those rules apply to you?

Is it your briefcase?
:edit: it's not theft by finding if the finder has a reasonable belief that the items are abandoned.
In this case I think that's a safe bet - no theft, all yours.
Got to question why they are abandoning ammo however, may be worth a report to the police, on your conscience be it.

Under what circumstances would a shooter abandon a load of ammunition? It's not cheap, and it's potentially lethal. I can't imagine any shooter just walking away from a case of shells.

They're in a river. By the side of a dry tree = probably just mis-placed, dumped in a river = abandoned.
It's all about what Bratty believes, I would believe they'd be abandoned too, I think any reasonable person would believe that a briefcase at the bottom of a river bed has been thrown away. Anyone accidentally dropping it in a river would just fish it out again or give it up for lost.
