Better than forcing people is to give alternatives to ballot voting as well as the option of "no vote".

Plenty of places have mandatory voting. They generally do have a 'none of the above' option when doing so.

Australia has it http://www.aec.gov.au/faqs/voting_australia.htmIf it was compulsory then they parties might have more balanced manifestos as they would not all be pandering to the Gray voters (who do vote)

Yeah, they have mandatory voting in Australia but you can still spoil your card/vote for none which is what I do in the elections anyway.
Edit: This still counts as a vote, whether voting is mandatory or not, but means you didn't want to pick any of the options available to you.
