I have idea why top Tory ministers are standing like this, but it's definitely still something the are all keen on doing.    It makes no sense, unless a bet is involved somewhere.

It's because they probably paid a hideous amount of our money to some NLP/PR specialist, who (wrongly) told them it makes them look and feel confident and in charge.

Because somebody who claims to know stuff that they pay an awful lot of (probably taxpayer's) money to has told them it's a good idea.
The parallels between this and said episode of Black Adder are many.
