I have idea why top Tory ministers are standing like this, but it's definitely still something the are all keen on doing.
It makes no sense, unless a bet is involved somewhere.

It's because they probably paid a hideous amount of our money to some NLP/PR specialist, who (wrongly) told them it makes them look and feel confident and in charge. FFS, Gideon looks like he's on his first skiing lesson! |

Because somebody who claims to know stuff that they pay an awful lot of (probably taxpayer's) money to has told them it's a good idea. The parallels between this and said episode of Black Adder are many. |
