Be interested to hear your take on that. It strikes me as conservative in tone, but equally something I'd try in that position.

I mean looking after a child while maintaining a home is never easy...

Sounds like a reasonable set of suggestions but then I'm not a parent.
I can certainly see the value is establishing some consistent rules for 'screen time' for young children. If you start off with some decent ground rules that the kids grow up with it might make it easier in the long run to establish and maintain a healthy relationship with media into the future when they head off to school.
Equally, establishing early on the role of the parent(s) in media interaction and ensuring the child is happy talking with their parents about stuff that's online etc might make dealing with things like cyber bullying easier to deal with before it gets established/out of hand.

I'm sure there was a report that showed kids who used tablets/smartphones more were more likely to have difficulty with socialising/playing with other kids, holding a conversation etc.

IMO these devices should be held in the same regard as television - okay for entertainment and learning but not as some sort of nanny/childminder.

Easy to say when you don't have kids!

How many times have you been out to eat to find a family next you and the parents giving their children a tablet to 'keep them quiet'?

Have you ever had to say no to a child who wants to go on a tablet?

Unfortunately technology IS taking over and the old methods of parenting are not as popular these days. When I was a child mealtimes at the table were an event where the family would spend quality time together - especially on a Sunday. If I had had children I would bring them up the same but children today do watch a lot of TV and play on a computers / tablets. Even adults are more engrossed in technology than taking in the world around them.
