Why shouldn't they brew it? You can buy whiskies up to 61%, so what's wrong with 30%? It's make clear that you should drink it as a shot, it'll just be a beer flavoured shot.
Why anyone would want a beer flavoured shot is another matter. Beer (and lager, cider etc) taste like [LIFTED].
