Friend of mine was stopped this week for a minor speeding offence. However, the officer who stopped him didn't issue him with any paperwork at all, and I was under the impression that they were required to. Have tried a hunt round various police / government / motoring sites and cannot find anything on police requirements when stopping someone. Any know more than me on the subject?

I don't know whether any paperwork has to be issued at the scene, but your friend may well receive a summons through the post.
I do not think that they have to give it to you any more, There was a problem last year about traffic wardens giving tickets to cars that did not even stop.

Was he fined? I was stopped for using my phone in December and they issued me with a producer and copy of my statement. I then took my documents to them later in the week. I never got a receipt for my fine though. Robbing bastards.
