I would imagine that the reason is that paparazzi take photos of the person not the character created, though saying that, that could cover those candid shots taken on a set. Maybe the company dreaded the thought of a legal battle with the jackson family estate? Who probably want cash for the use of the zombie dancing michael look alike.
