Would? Depends.
In the case of a piddly phone connector of course not, Apple's done the smart thing in this case and met the EU's requirements at the lowest possible cost to itself. But If Europe's compliance "expectations" were to cost more than they're worth, then expanding into more lucrative markets at the expense of Europe makes sense.
It also depends if that 30% of operating revenue translates into a significant proportion of profit. My guess is it does, but if regulatory "expectations" started eating into that, see above.
