To check the Group policy settings, I'd run an RSOp to see what its up to/whats being loaded up.
To test teh build I'd get a vanilla install done with the correct drivers on the new hardware.(that may not be allowed/possible) but if its that bad or causing that much concern it would be worth doing. Then compare and contrast. Get the IT guys to add it to the domain etc and run both in parallel.
What OS is the image built on? sorry If you already posted that, I couldn't see it.

The support for xp 64 bit, driver wise, was ropey at best.
I know this may prove difficult but I'd be asking the IT guys if we could get a win 7 64bit install on one of these boxes. I would imagine, with the correct drivers and that OS your box would fly.
In all likelyhood all the drivers will be generics and not running at optimum settings.
