Video/Audio synchronization

OK... I have a bit of techery I want to do. I have a piece of 'film' that I want to build - essentially I have the audio in an AAC file and the video in a H264 MP4 file. I want to merge them together so that they're in sync (obviously). The video has no timecode info on it, it's vanilla data. So what I need is a program that allows me to play the two side by side and possibly scrub back and forth, adjusting the time offset of the audio until it's as near in sync with the video as I can make it.

Is there anything handy to do that that doesn't have the words 'final cut' in the name? Anyone know if this is possible in iMovie 11?
