Pictures move in Excel when saved as .pdf

I have an interesting problem with an Excel file I have created for work. The file automates the collection of data from various sources to create a simple report which needs to be signed by the person approving the data and then saved as a pdf. We have scanned each persons signature which is then inserted into a single cell on the Excel sheet once the data is approved. However suddenly for some people when the file is published as a pdf the image of the signature moves, covering some of the data. It only does this on some machines and not for all copies of the document. Does anyone have any idea what could be causing this?

A couple of things I would look at:
1) Are the signature images all the same size?
2) What is the difference between the versions that work and those that don't?
3) Are there any known setting differences?

The files are all generated from 1 master Excel form which is write protected. Each of the operators take a copy of the master file, input the data and then save it to their own PC's with a unique name. These new files are then sent to their managers to be signed off, which is when the scanned signature is inserted into the file and it is saved as a pdf.

What is really bizzare is that it doesn't seem to matter who creates the new version of the file or the size of the scanned signature. Most of the times the images is inserted and the pdf saved without any issues. However sometimes, the image is inserted and when the file is converted the position of the image has moved either completely off the page or covering some of the legal detail required at the bottom. However, I can insert the same image into the same file and save it without problems on my PC. I had assumed operator error, but if I use their PC's, the same problem occurs.

We are all using Office 2007 on company issue PC's, the only difference is that I have ScanSoft PDF Professional 4 and they have Acrobat installed but I didn't think that would have any real effect. Especially as this doesn't happen all the time, just on some of the files.

If you print them out on the PC's with problems does that work OK?

Just tried printing out one of the problem files and the image stays where it should.

In which case I suggest that its a problem with your pdf creation software or its configuration on that machine.

The fact that you can print to a printer as opposed to a pdf printer ( which is what you do when you create a pdf ), effectively rules excel out as being the problem.

Try something like PDFCreator-0_8_0_AFPLGhostscript.zip
