Strange banding on Dell TFT

My Uncle's got a Dell TFT which he connects to his laptop via VGA. Some strange flickering banding has appeared across it, although I haven't seen it in person, but here's a photo:

Any ideas? Interference from power and the like seems unlikely as nothing has changed.

What size is it?
I get a rubbish picture on the 24" screen with VGA, DVI on the other hand is as sharp as anything.
Try a shorter lead.
