Adding folders showing content to Win 7 Start Menu

How can you add a folder to the top of the Windows 7 (Pro 64) Start Menu which will have an arrow to display its content (as with the old XP Start menu)?
I want to add/pin a couple of folders with shortcuts to important apps, utilties and fixed files. I've tried adding folders to /ProgramData/Microsoft/Windows/StartMenu/ but they just appear in the All Programs section, I'd like the folders at the top of the Start, or worse case on the right pop-out section with an arrow to show all the content within that folder.
(Pinning the folders at the top, doesn't seem to show an arrow with contents, just opens the folder in explorer.)
