I used to use Netscape, then I moved onto Seamonkey.
But is there anything better (that's free) to build a simple web page with?

Being a Mac user, I'm not sure of what's available in the PC world. I'm sure there are dozens of freebie code editors available, but I'm going to try and be a bit more helpful.

Chrome has a built-in Developer thing. I just had a play, and while it lets me work out how a page is put together, I can't see how to add any code to it.

There are web developer add-ons for Firefox. Just search for Web Developer. Firebug comes highly recommended by some of my friends.

Depends, do you have your own webspace?

If yes, it really depends on what kind of site you're building but I recommend a CMS such as Drupal or Joomla.

If no, Google sites is free and easy to use. You can even buy your own domain name and point it towards your site .

A lot of hosting packages include free page building apps.
