I don't get what the problem is. It's just Linux that's been skinned to look like OSX, isn't it? Or am I missing something here?

Publishing something that copies the look and feel of something someone else has already published is a breach of copyright. You'll find skins that make (for example) KDE look like Mac OS X or MS Windows are often issued with cease & desist orders. However I think it's vanishingly unlikely North Korea has signed up to the Berne Convention.
