Post How long has that been there?
This is a pretty dumb question, but I have only just noticed a menu item. Has it been there long?

The item in question is under the apple menu and is titled "Mac OS X Software…" it takes you to the online store. It seems strange that I have not seen it there before.

It's been there about as long as I can remember.

It's there on the G4 Cube, OS X 10.3.2. I pretty certain it was there in the previous OS as well.
