Second home owners could lose council tax breaks

I think it's only fair, you think you can afford two homes? Pay for them!

I think the only time this shouldn't apply is if you have a second house for renting, at which point the tenants should be paying council tax.

That I can agree with, but also if it is empty the landlord should pay full council tax. Otherwise they would keep it empty rather than accept a sensible rent.

I think at that point it would be acceptable for the landlord to pay a discounted rate.

I think some time exceptions would be fair, such as if the property is on the long term rental market at a fair price and the owner is not using the property. You can't guarantee new tenants as soon as current ones move out.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

A week between lettings could be exempt, maybe once per year. Otherwise it would be deemed a short letting property. and would switch between the two depriving councils of money.
